- Conducted Civil Society Sector Assessment for USAID to inform their strategic programming process for new funding phase as “steps before status” sparked renewed civil unrest. Part of a three person multi-ethnic team in Kosovo.
- Designed process, questions and training for community volunteer focus group facilitators conducting research for first comprehensive immigrant assessment, as part of County Health and Human Services planning team.
- Strengthened M&E systems for Bulgarian NGO implementing small grant program targeting citizen participation in municipal government (for Intl. City/County Managers Assn. (ICMA) and USAID). Provided training and coaching is system design and process management.
- Conducted two final evaluations in Kosovo:
- Small grants and peace building technical assistance program targeting youth organizations in ethnic enclaves and potential return sites (BPRM through UMCOR); and
- Micro-grant community development portfolio targeting conflict mitigation in depopulated areas – using participatory evaluation methodology to include a range of stakeholder input (Danish government through World Vision).
- Designed and facilitated participatory organizational assessments and follow-on action plans with 12 US/Croatian implementing partners in USAID-funded umbrella promoting sustainable service delivery in war-affected areas. Designed the instrument and process to inform the next phase grant-making and capacity building program.
